There are numerous obstacles to the transformation of the new EU Member States into highly competitive economies. In particular, the inefficient institutional and legal system and the low quality of business--related institutions cause uncertainty for households and firms, which can impact negatively on investments and, thereby, limit the pace of economic growth.

At the initial stage of market transformation during the early 1990s, the greatest deficiencies of the institutional and legal infrastructure comprised of:

– the lack or underdevelopment of some areas of commercial law,

– the lack of transparency in law making,

– the low quality and instability of commercial law,

– political disturbances and influences in the area of law enforcement,

– the general low efficiency of law enforcement.

Even though, in the course of time, progress in these areas has been recorded in many economies as demonstrated by the accession of Eastern and Central European states to the EU, the quality and efficiency of the institutional system and business-related institutions in a broad sense still lag behind the standards of highly competitive, developed market countries.The aim of the research project, including this book, has been to assess the evolution of the institutional framework in the states of Central and Eastern Europe during the period 1990-2008 with particular attention to developments in Poland. Even though over the course of time progress in these areas has been recorded in many economies, the institutional and legal frameworks still lag behind the standards of highly competitive,developed market countries. The research also takes into account the effects and dilemmas in terms of regulation and corporate governance resulting from the global financial crisis arising from the second half of 2007.
